Now click on "Restart" button which will restart the system again and will show you few options. You can then select by pressing the number key  and boot the system.

For that you have to shut down the system and then start it and when it is showing the windows logo with three dots loading press the power button to shut down the system. Follow this step for three times after which you will get a repair screen which will then redirect you to the "Troubleshoot" screen from where you have to follow the same steps.

3. If you are having a bootable USB pendrive which has Windows 10 in it then you can boot the system from the pendrive and then after booting you will see two options to "Install Windows" and "Repair" option below, you will have to click on "Repair" option and then follow the same steps to boot in safe mode.

Once you are booted in safe you can un-install the application which might be causing issue, or you can uninstall the drivers or update them or even scan system for any virus or malware to fix the system.
